A New Language of Institutional Communication: From Information Overload to Actionable Understanding

Since 25 December 2025, thousands of institutional communications have been carried out as part of an ongoing process. Communications have been established with public institutions, universities, academic organizations, administrative bodies, and various institutions across different countries. Notifications, explanations, protocols, and strategic cooperation proposals have been communicated globally, often across multiple languages.

Over time, this process revealed a problem that we had not initially anticipated:

Sending a message does not necessarily mean that it has actually been read.

Being read does not necessarily mean being understood.

Being understood does not necessarily mean being correctly classified.

And being correctly classified does not necessarily mean that a timely action will follow.

This is where the fundamental problem begins.


Information Has Never Been This Abundant

In the digital age, institutions receive enormous amounts of information.

Emails, applications, forms, tickets, automated notifications, attachments, screenshots, reports, technical documents, regulatory references, multilingual texts, and previous correspondence may all need to be processed simultaneously.

And the flow of information never stops.

New messages arrive while older messages are still waiting to be assessed.

The result is a continuously expanding information backlog.

But an important distinction must be made:

Storing data and understanding data are not the same thing.

An institution may be able to store millions of messages.

But if it cannot determine, in a timely manner, what those messages mean, which events they relate to, which department they belong to, which ones contain new information, and which ones require action, the information itself does not automatically create institutional value.


What Happens When a New Communication Model Emerges?

Since 25 December 2025, a significantly different form of institutional communication has been used.

This communication model is not simply:

“I am sending you a message.”

The communications increasingly brought together:

  • reference numbers,
  • timelines,
  • links to previous communications,
  • multilingual explanations,
  • technical and methodological concepts,
  • open-source records,
  • notifications concerning institutional processes,
  • new protocol concepts such as AAAP,
  • and frameworks concerning digital accountability and transparency.

Such a communication may not fit easily into an institution's existing categories for incoming requests.

This is where a natural problem emerges:

The institution's existing procedures may not immediately know how to classify a new form of communication.


Information That Falls Outside Established Procedures Begins to Be Deferred

A new form of communication must first be understood before it can be processed.

To be understood, it must be read.

Reading it may require time.

And in some cases, the message may need to be:

  • translated from different languages,
  • compared with previous records,
  • researched for technical terminology,
  • cross-referenced with existing identifiers,
  • reconstructed chronologically,
  • and assessed in terms of which institutional unit may have jurisdiction.

When processing a new type of communication requires more effort than established procedures normally allow for, the system naturally begins to slow down.

“We will review this later.”

“Let us forward it to the relevant department.”

“Additional information is required.”

“It is unclear which category this belongs to.”

Each of these responses may be reasonable on its own.

But when new communications continue to arrive, every deferred record becomes connected to another record.

The result is simple:

The backlog grows.


The Problem Is Not Simply That the Backlog Grows

The deeper problem is that the backlog can begin to reproduce itself.

When a communication is not processed in time, new communications may emerge as a consequence.

The sender writes again.

A new explanation is provided.

The previous message is referenced.

A new document is attached.

Another institution is contacted.

A new reference is created.

A new question is raised.

In this way, a single initial event can generate a large number of subsequent communications.

From the outside, this may appear to be simply “too many messages.”

But the underlying problem may be much simpler:

The original information was not meaningfully processed in time.


Lost Time Is Also Data

There is another issue that deserves particular attention.

A delayed response is not merely an administrative delay.

The passage of time can itself produce consequences.

An opportunity may be lost.

A potential collaboration may be delayed.

A technical problem may become more difficult.

New information may become mixed with older information.

New actors may enter the process.

The original circumstances may change.

Therefore:

Information that is not processed in time is not simply information that is waiting.

It is information whose value and context may change over time.

This is why institutional communication requires us to ask not only:

“What was said?”

but also:

“When was it communicated, and when was it processed?”


A New Language Is Emerging

One of the most important observations from this process is that a new language of institutional documentation is beginning to emerge.

Traditional institutional communication is often outcome-oriented:

“Your application has been reviewed.”

“Your request has been forwarded to the relevant department.”

“Your case is currently being processed.”

But accountability requires a more precise form of documentation.

For example:

The application was received on 17 August.

The institutional system generated ticket number 37840.

Receipt of the submission was acknowledged.

No separate record of a substantive assessment has yet been documented.

This language has an important characteristic:

It separates observable events from interpretation.


What Does a Record Actually Establish?

Consider a ticket created in an institution's system.

It may establish:

A record was created.

But it does not automatically establish:

The institution accepted the proposal.

Likewise:

The submission was received.

does not mean:

The submission was approved.

The case is pending review.

does not mean:

The institution supports the proposal.

This leads to one of the fundamental principles of the emerging communication model:

FACT ≠ INTERPRETATION

A documented fact is not the same thing as an inference.


The Core Principles of Citizen Auditing

This is where four fundamental practices of Citizen Auditing become particularly important.

1. Record Before You React

Record first.

Date.

Time.

Source.

Reference.

Message.

Attachment.

Response.

Ticket.

Screenshot.

Then interpret.


2. Separate Facts from Interpretations

Distinguish between what has actually been documented and what has been inferred.

Documented:
The submission was received.

Inference:
The institution is actively considering the matter.

The second statement should only be made when it can be supported by additional evidence.


3. Preserve the Timeline

Do not focus on a single document.

Look at the sequence of events.

Dispatch → Receipt → Ticket → Review → Response → Action

The meaning of an event may emerge not from one message, but from the complete timeline.


4. Preserve Uncertainty

Document what is not known.

Response: Pending

Decision: Not documented

Institutional position: Not established

This is not a weakness.

It is part of reliable documentation.

“We do not know” is also a finding.


A New Lifecycle for Institutional Communication

Over time, this approach can be organized into a more systematic model:

DISPATCH
The communication was sent.

RECEIPT
Its receipt was verified.

ADMINISTRATIVE RECORD
A ticket or case record was created.

STATUS
The record entered a defined administrative state.

SUBSTANTIVE RESPONSE
A response addressing the substance of the communication was received.

ACTION / DECISION
A documented action or decision took place.

Each stage has its own meaning.

And no stage automatically proves that the next stage has occurred.


Why Does Artificial Intelligence Matter Here?

As the volume of information grows, it becomes increasingly difficult for humans to establish all the necessary connections manually.

Especially in multilingual and multi-layered institutional communication, enormous cognitive effort may be required to:

  • identify records sharing the same reference number,
  • match versions of the same event across different languages,
  • detect repetitive communications,
  • construct timelines,
  • connect ticket and application numbers,
  • identify records that have received no response,
  • and distinguish genuinely new information from repetition.

This is where artificial intelligence becomes important.

However, AI should not replace human judgment.

A more appropriate model is:

AI reads the record.
AI structures the record.
AI connects the record.
Human beings verify the meaning.
The institution makes the decision.

In other words:

AI can expand our capacity to understand information; it does not create the legitimacy of an institutional decision.


Billions of Bits of Information — But the Real Problem Is Meaning

Modern digital systems can generate billions of bits of data.

But increasing the volume of data is not, by itself, progress.

The real transformation takes place through:

Data → Information → Meaning → Action

If data does not become information,

if information does not become meaning,

and if meaning does not become action,

the system has merely created a larger archive.

The institutional infrastructure of the future therefore needs more than larger storage capacity.

It needs better layers of interpretation and meaning-making.


A New Model: Citizen + AI + Institution

At this point, the roles of three different actors can be clearly distinguished.

The Citizen

Documents the data and the event.

Record.

Timestamp.

Source.

Evidence.

Reference.

Timeline.


Artificial Intelligence

Structures complex records.

Extract.

Link.

Classify.

Summarize.

Detect gaps.

Surface priorities.


The Institution

Carries out human and institutional responsibility.

Review.

Decide.

Act.

Respond.

Document.


The purpose of this model is not to hand institutions over to artificial intelligence.

Quite the opposite:

Its purpose is to strengthen institutional decision-making by helping people access the right information at the right time.


Transparency Is Not Only Top-Down

Transparency is often understood as institutions providing information to citizens.

But there is another dimension of transparency:

The communication process between citizens and institutions must itself become observable.

It should be possible to determine whether a submission was:

sent,

received,

registered,

assigned a status,

answered,

acted upon,

or left in a state of uncertainty.

Transparency is therefore not only the question:

“What is the outcome?”

It is also:

“How did we get there?”


The Real Challenge Ahead

The experience accumulated since 25 December 2025 has revealed something important:

The world may increasingly be facing not a shortage of information, but a bottleneck in our ability to make sense of it.

People are communicating.

Institutions are communicating.

Systems are creating records.

Messages are reaching every part of the world.

But when this enormous volume of communication is not transformed into a structure that can be meaningfully understood, the system gradually becomes slower and heavier.

The goal, therefore, should no longer be simply:

To communicate more.

The new goal should be:

To make communication more readable, understandable, traceable, and actionable.


Conclusion: A New Language of Institutional Communication

The emerging language rests on several simple principles:

Record before you react.

Separate facts from interpretations.

Preserve the timeline.

Preserve uncertainty.

Make institutional states observable.

Use AI to reduce cognitive overload, not to replace human accountability.

The ultimate purpose of this approach is not to accuse or absolve anyone, nor to declare the outcome of a communication before that outcome has been documented.

The purpose is much more fundamental:

Prevent information from being lost.

Make the cost of lost time visible.

Make the state of institutional communication measurable.

And reduce the distance between information and action.

Because in today's world, we must develop not only our capacity to produce information, but also our capacity to understand and process that information in time.

Citizen Auditing is a methodology for this transformation from the citizen's perspective.

AI-assisted institutional sensemaking may become the scalable layer that allows this transformation to operate at a much larger scale.

And perhaps the most important question of the future is no longer:

“Did we send our message?”

but:

“Can we verify when, how, and in what form our message was processed within the institutional system?”

Live Field Observation: When Receipt Does Not Become Action

The problem described in this publication is not merely theoretical.

During the ongoing international communication process, a large number of institutional, academic, governmental, media, and civil-society organizations have been contacted across different jurisdictions and languages.

The resulting communication archive has now grown to a substantial volume.

At first glance, the existence of thousands of outgoing messages and institutional replies may appear to indicate extensive communication activity.

However, closer examination reveals an important distinction:

A communication being received does not mean that it has been read, understood, evaluated, or acted upon.

Receipt Is Not Processing

In a recent media-information dispatch associated with Publication 119, several organizations returned automated acknowledgement messages shortly after the communication was sent.

These responses confirmed, in different forms, that the relevant mailbox or communication channel had received the message.

However, the responses also explicitly revealed the limits of the respective communication systems.

Some indicated that the organization receives a high volume of submissions and cannot review every message. Others explained that the mailbox is not continuously monitored. Another response indicated that the submitted address was no longer actively monitored and redirected correspondents to another channel.

These responses are important evidence—but only of what they actually establish.

They do not establish that the underlying material was substantively reviewed.

They do not establish that a journalist, editor, researcher, administrator, or decision-maker read the communication.

They do not establish that the information was understood.

And they do not establish that an institutional action followed.

This distinction is fundamental.


The Institutional Communication Gap

The observation suggests that modern communication systems can be represented as a sequence of separate states:

Transmission → Receipt → Queue → Classification → Human Review → Understanding → Institutional Action → Outcome → Verification

Each state represents a different event.

A message can successfully pass through the first stage without ever reaching the later stages.

This creates an institutional communication gap:

Information can successfully enter an organization without becoming institutional knowledge.

That gap becomes particularly significant when organizations receive thousands of communications every day.

Automated systems solve one problem: they can acknowledge the existence of incoming information.

They do not necessarily solve the next problem:

What should happen to that information?


A New Measurement Principle

For this reason, the AAAP methodology treats institutional communication as an observable lifecycle rather than as a simple exchange of messages.

The methodology does not assume that a response means success.

Instead, each observable event is recorded separately.

For example:

S0 — Sent
The communication was dispatched.

S1 — Receipt / Automated Acknowledgement
The communication channel generated evidence of receipt or automated processing.

S2 — Human Acknowledgement
A human representative explicitly acknowledged the communication.

S3 — Review
There is evidence that the substantive material entered human or institutional review.

S4 — Request for Additional Information
The institution requested clarification, documentation, evidence, or further information.

S5 — Institutional Action / Outcome
A documented institutional action or substantive outcome occurred.

SV — Verification
The claimed action or outcome can itself be independently documented.

The crucial principle is simple:

An undocumented transition between states is not treated as a completed transition.

This prevents automated acknowledgements from being mistaken for institutional decisions.


Record Before You React

This field observation also demonstrates why the three foundational principles of the Citizen Auditor remain important:

Record Before You React.
First preserve the communication and the response.

Separate Facts from Interpretations.
An automated acknowledgement is a fact.
“Someone investigated the matter” is an interpretation unless supported by additional evidence.

Preserve the Timeline.
The timestamp of dispatch, receipt, acknowledgement, review, request for information, and subsequent action must remain distinguishable.

This approach changes the question.

Instead of asking:

“Did the institution respond?”

we ask:

“What observable event occurred after the information entered the institutional system?”

That is a much more precise question.


The Emerging Problem: Institutional Information Overload

The accumulation of large communication archives reveals another structural problem.

When thousands—or potentially millions—of communications enter institutional systems, the limiting factor is no longer necessarily the ability to transmit information.

The limiting factor becomes the ability to process information meaningfully.

Organizations may possess:

  • functioning email systems,
  • ticketing systems,
  • complaint portals,
  • automated acknowledgements,
  • document repositories,
  • databases,
  • administrative workflows,

yet still struggle to transform incoming information into timely institutional understanding.

This creates a paradox:

The more efficiently a system receives information, the greater the potential backlog becomes if its capacity to understand and process that information does not grow at the same rate.

The result is not necessarily silence.

It can be something more difficult to observe:

acknowledged information without meaningful processing.


From Communication to Observability

This is where the AAAP model moves beyond conventional correspondence.

The objective is not simply to send more messages.

It is to make the lifecycle of information observable, classifiable, chronological, and reproducible.

The central question therefore becomes:

After information enters an institution, can its subsequent lifecycle be observed?

If the answer is no, then the communication system may provide visibility at the point of entry while remaining opaque at the point of decision.

This is precisely the space in which a new language of institutional communication becomes necessary.


The Core Observation

The field evidence collected during this process does not demonstrate that institutions deliberately ignore communications.

It demonstrates something more measurable:

Institutional receipt and institutional processing are different phenomena.

That distinction may appear simple.

At large scale, however, it becomes a fundamental problem of digital governance, administrative capacity, transparency, and accountability.

The challenge of the coming era may therefore not be how to make information travel faster.

It may be how to ensure that information, once it arrives, does not disappear into the machinery of the institution.

Observed pattern: A single institutional dispatch may generate multiple secondary communication events within a short time interval. These may include automated acknowledgements, delivery-status notifications, routing messages, rejection notices, mailing-list responses, no-reply messages, human responses, duplicate thread entries, and attachment-related notifications.

This creates a measurable distinction between communication volume and institutional processing. A growing inbox does not necessarily represent a growing number of independent institutional actions.

Core Observation
One originating communication event can produce multiple observable system events without producing an equivalent number of institutional decisions.

AAAP v2.0 therefore treats the resulting archive as an event graph rather than a simple message count. Secondary events should be linked back to their originating communication wherever technically possible.

Communication volume must not be interpreted as institutional action volume. Each observed event should be classified according to its evidentiary status and, where possible, associated with its originating message.

To quantify information overload, AAAP v2.0 may record the ratio between observed communication events and originating dispatches.

A high CMF indicates increasing communication-system activity, but does not by itself demonstrate increased institutional review, understanding, or action.

Recommended AAAP v2.0 Control: Event Deduplication & Lineage

Before interpreting archive size, the system should attempt to establish event lineage using available technical identifiers and metadata, including:

  • Message-ID and related message identifiers
  • In-Reply-To and References headers
  • Normalized subject and thread relationship
  • Sender and recipient relationships
  • Timestamp proximity
  • Delivery-status and rejection classifications
  • Automated versus human-generated response indicators
  • Attachment and document relationships

The objective is not to delete apparently redundant records. The objective is to preserve the complete evidence archive while preventing secondary system events from being mistaken for independent institutional actions.

“The larger the archive becomes, the more important event lineage becomes. The objective is not to count every message equally, but to determine which observable events represent distinct institutional transitions.”

Additional Field Observation: Routing Is Not Review

Observed pattern: An institutional response may confirm receipt and internal forwarding without establishing that the underlying submission was substantively reviewed, assessed, validated, or acted upon.

In one documented response, the receiving institution confirmed that the contribution had been forwarded to relevant colleagues for their information, while explicitly stating that the office was not in a position to provide a technical review, assessment, or validation of the submitted framework, nor to commit to institutional collaboration outside applicable procedures.

This distinction is essential because “forwarded for information” is not equivalent to “reviewed.” Likewise, the existence of a formal institutional reply does not by itself demonstrate substantive evaluation, validation, adoption, or downstream action.

Core Observation

An institutional acknowledgement may confirm that information entered an institutional communication pathway without demonstrating that the underlying substance was reviewed, evaluated, validated, or acted upon.

AAAP v2.0 therefore records such events as observable communication-state transitions while preserving uncertainty about downstream institutional processing.

On 25 December 2025, the public documentation model underlying this initiative began operating as an openly accessible evidence environment.

What Was Communicated to the Ombudsman?

In response to a request concerning supporting documentation, the position was clarified that the evidentiary record is not limited to a collection of individual files that can practically be reproduced and transmitted separately to every institutional hierarchy.

The relevant documentation has instead been developed as a continuously accessible public record containing chronology, institutional correspondence, methodological documents, technical analyses, case references and related evidentiary material.

The Principle

The institution is not being asked to rely upon the researcher's conclusions. It is being invited to examine the underlying material directly.

Why This Matters

Requiring a citizen to repeatedly reproduce and transmit the same evidentiary material to every institution creates multiple copies of the same record, increases administrative workload and may weaken traceability between the original publication and later institutional handling.

An openly accessible archive creates a different possibility: institutions can independently locate, inspect and reference the same underlying material without requiring the citizen to reconstruct the evidentiary record for each administrative hierarchy.

The objective is not to bypass institutional procedure. The objective is to make the evidence accessible enough for institutional procedure to function more effectively.

Scale of the Public Record

The publicly available documentation environment contains hundreds — and in aggregate thousands — of individual pieces of information, records, communications, documents and evidentiary references developed through the continuing documentation process.

The material is intentionally available for examination by institutions, researchers, regulators and members of the public. Its accessibility is therefore part of the methodology itself, rather than an incidental feature of the project.
