Documentation is the first act of civic accountability.

Accountability does not begin only in courtrooms, expert reports, or large institutional audits.

Sometimes, it starts with a small event witnessed by a citizen.

• Content disappears.
• A decision changes.
• An institution fails to respond.
• A request is forwarded to another department.
• A system behaves unexpectedly.
• An official statement is made—or omitted.

Each of these can turn into an examinable event for the future when properly recorded.

Citizen Auditing aims to do precisely that.

The goal is not for everyone to become a lawyer, journalist, or technical expert. The goal is to enable individuals to reliably record what they experience.

1. Five Steps

1 — Observe

First, see what happened. Define the event before making assumptions:

• What happened?
• Where did it happen?
• When did it happen?
• Who performed it, or through which system did it take place?

2 — Record

Capture the event in as unaltered a form as possible. Timestamps, screenshots, URLs, documents, messages, emails, application reference numbers, and other available details must be preserved.

Remember: Memory tells stories; records show proof.

3 — Verify

Do not instantly declare what you found to be absolute "truth" or "guilt." Cross-reference it with other sources. And most importantly: Separate observation from interpretation.

4 — Notify

Once a record is established, notification can be sent to the relevant institution. The purpose here is not to accuse the institution, but to ensure they are formally made aware of the event.

• If the institution responds: the response is recorded.
• If they do not respond: the lack of response is recorded.
• If they redirect the matter to another unit: the redirection is recorded.

Thus, institutional communication becomes part of the event's chronology.

Note: Notification does not mean acceptance or verification. The mere fact that an institution has received a submission does not indicate that they have reviewed its contents or validated the claim.

5 — Archive

A record is not kept solely for today. It must remain accessible for future journalists, researchers, courts, institutions, or other citizens to re-examine. Therefore, the following chain must be maintained:

Record → Timestamp → Source → Institutional Contact → Response → Subsequent Development

2. The A/B/C/D Record Matrix

A Citizen Audit effort should maintain the following distinctions wherever possible:

Level	Contents
A — Primary Record	Official documents, decisions, direct logs
B — Notice Record	Submissions, notifications, and delivery proofs sent to institutions
C — Independent Corroboration	Independent verifications or external developments
D — Analysis	Hypotheses, interpretations, and analytical inferences

This distinction looks simple yet is vital. Because a Level D interpretation must never be presented as a Level A document. The credibility of Citizen Auditing is measured not only by how many records are collected, but by how honestly those records are separated from one another.

Embrace the Process, Not the Outcome

This is perhaps the most crucial principle of Citizen Auditing. A citizen's duty is not necessarily to win. It is not necessarily to persuade an institution. Nor is it to ensure a court delivers a specific desired ruling.

The Duty: To leave behind a reliable chain of records that makes the truth harder to disappear.

Therefore, an institution ignoring a filing can be a record. An institution responding can be a record. A court reaching a different conclusion can be a record. The process builds an institutional memory that transcends individual outcomes.

Citizen Auditing is Not a "Culture of Denunciation"

The goal is not to build a culture of "who is going to catch whom?" There is a much better objective: "How can we become a more reliable individual, institution, and society?"

When record-keeping transcends being merely a tool for defense, it transforms into an institutional and moral learning mechanism. People learn to act more carefully not because they know they are being policed, but because they know their actions leave a permanent record.

Anyone Can Start

Citizen Auditing requires no massive budget, law degree, or special agency. Five questions are enough to begin:

1. What did I see?
2. When did I see it?
3. What can I record?
4. Can I verify this?
5. Did I notify the relevant institution?

Then: Archive.

OBSERVE → RECORD → VERIFY → NOTIFY → ARCHIVE → REVIEW
(And restart the cycle if necessary.)

Final Word

The purpose of Citizen Auditing is not to turn citizens into amateur prosecutors or judges.

Quite the opposite: it is for citizens to learn how to keep records before passing judgment.

Because a good record is more valuable than an assertion.
A good chronology is more valuable than a debate.
Independent verification is more valuable than personal opinion.
And an honestly maintained record is a trust left to the justice mechanisms of the future.
